I would like to know how can one proceed for RGA if each time changes are made in configuration of sub-systems. Test data availability of previous configuration is limited and with no failures. configuration change is for continuous improvement.

I m not sure I understand your question.
You need to collect failure data as you are testing to analyse the growth, if you are making changes then you are doing what is called test-fix-test (http://www.weibull.com/RelGrowthWeb/Test-Find-Test.htm) , if the fixes are delayed until the end of the test, then you are doing test-find-test. You could also have a combination of test-fix-test and test-find-test (http://www.weibull.com/RelGrowthWeb/Test-Fix-Find-Test.htm).
