Perhaps, I'm looking for some complex solution here, but I need to know how does one begin to quote failure rates of distribution systems in the order of 10^-10. Fair enough I knwo what failure rate is and MTBF etc.
Would it be reasonable to assume constant failure rate of the system, (since it never fails, we have no failure intervals) and work away from there?
