You have to follow the New weibull handbook. there he mention detail about how to assume the shape parameter and got the desired value.

I'm familiar with Abernathy's approach, but it isn't a 'true' Bayesian analysis, since he treats beta as being a constant, not as a distribution.

The first provides information on some of the basic theory behind Weibull-Bayesian analysis, while the second link presents some applications of the analysis.

The definitive text is "Bayesian Reliability Analysis" by Martz and Waller, 1991, Krieger Press. Both authors were at Los Alamos Natl Lab.

There is a updated version being prepared by Los Alamos (I think Alyson Wilson is the lead author) but it has not appeared yet (I have seen a draft copy so it should appear soon).

I recommend both to you.
