In using Weibull plots to predict failure %, does the X axis have to be time (seconds, minutes, or hours), or can it be other units? For example; the number of operations to tighten/loosen a bolted joint before thread damage occurs?

The x-axis can be just about anything, as long as you can measure the quantity. For instance, miles, number of revolutions, cycles, etc., can also be used. It does not have to be a specific measurement of time (months, days, hours, etc).
