The probability of the equipment meeting the performance requirments of the spec throughout the operational lifetime shall not exceed 6.4 fits. I would appreciate it if anyone could epxlain "6.4 fits" further.

Failure rates are measured in failures per unit time, i.e. failures per hour, million hours or billion hours. The latter measure is also referred to as FITS (Failures In Time).
