A simulated functional (accelerated life) test of certain product revealed cracks forming in a particular location, however these cracks were not discovered until nearly 4 in. long. The crack initiation was analytically determined to be at about 2000 hrs. Now, 17 in-service items have been inspected, all with between 2000 and 4000 hours, with no failures. The customer wants a recurring inspection. Can Weibull++ be used to establish an initial inspection interval, using the 17 non-failures and their respective hours?

Possibly. In order to answer this, I would need to know a little more detail about your criteria for initial inspection interval.

Generally speaking, however, you will need a little more data than suspensions (or be able to make some assumptions about the equipment's behavior) to be able to draw any concrete conclusions from these tests.
