Is an inspection with renewal considered a repair event?

I have several components in the same repair group. Preventative maintenance occurs on all blocks if any fail (PM upon repair of group item).

Is an inspection w/ a restoration factor of 1 considered a repair? Will it trigger the preventative maintenance of the other components?

Inspections do not trigger a system down (not sure if that is relevant).

Inspections do not trigger maintenance based on the "upon maintenance of another group item" policy, even if they have a restoration factor of 1.
