Reliability and Confidence

We have a new project that has been awarded. The reliability requirement is 98.8% but given time but the confidence has not been listed. When we asl the customer we are told that we could recommend. The life testing or to demonstrate relaibility, we will need to pick a confidence! Is ther are thumb rule that could be picked for such a requirement! or any suggestions!
