Barlow, R. E. and Hunter, L., Optimum preventive maintenance policies. Operations Research, 1960, 8, 90-100.

Sorry to reply with another citation that will probably be equally difficult to get.

You'll probably find most of the same material if not more in Barlow and Proschan's book, "Mathematical Theory of Reliability," SIAM, 1965.

If you can find neither the book nor the article, describe your problem. A lot has happened since 1960.
