Help Acceleration Factors for onoff cycling

I am trying to find the equation to define the acceleration factor for a power on/off cycling condition. Specifically for the hard drive spindle motor.

I also want to know how to combine two factors, one is a temperature AF (have the equation already) and the other will be the on/off cycling AF.
