Is there a standard tool or methodology identified to ascertain the reliability of a Manufacturing Process ? I am familiar with Product Reliability but not heard much about Process.

I am looking for a methodology that answers the question "How reliable is the manufacturing process of a given electronic part (Uninterrupted power supply, for example) and how to improve it ?"

Can you clarify what you mean by reliability of a manufacturing process? Reliability is defined as

The probability of successfully performing a function under specified environmental conditions, with a certain duty cycle.

This can be interpreted to mean a breakdown of the manufacturing equipment. You may be entering into Maintainability and Availability. If you mean the ability of a manufacturing process to produce an item to specification, then the appropriate methodology is Statistical Process Control, Capability Studies, etc.

Can you clarify?
