Could anyone let me know the best universities that teach Reliability Engineering for Masters or Phd ?

The best is relative…. But here is a list of ones that to my knowledge have good programs (not in any particular order).
University of Arizona
University of Arkansas
University of Maryland
Rutgers
Others may have additions to this list.

My University - the University of Strathclyde in Glasgow, Scotland has a MRes Risk and Reliability degree starting in 2004
MRes is a Master of Research and the iformation says students will come out with
In-depth understanding of the theory and practice of risk and reliability and sophisticated research skills to enable them to address the modern industrial challenges that confront risk and reliability analysts

If you are interested by a French engineering diploma (Master) on the subject in France the ones I recommend are :
ENSIB (Ecole nationale d'ingénieurs de Bourges where I come from)
